Update October 12, 2020: NVIDIA has released their RTX 3080 and RTX 3090 video cards, and both have been extremely hard to get so far. Otherwise, you could easily make some expensive mistakes.
I would stop and do some research before you rush out and buy a new machine (or upgrade an existing machine).
